20 year old 3.5 outboard.

I have a 3.5 outboard that was layed up in 3 in 1 oil and has not been run in 20 years. What should I do to return it back to running condition. It has very low fresh water hours (<25hours). I would like to avoid taking it apart to clean if possible. Can I fill it with Liquid wrench, and blow it out with fuel and call it good?
