help with 7.5 inboard #9181

I recived an older #9181 engine but never used. It does not have a carb but something that looks like an high speed needle valve where the carb should go. What do i need to do to get this engine running . Also the info that came with the engine has the date 9/17/97 on it .

First off these are the wrong instructions for this engine. This engine probably uses an exhaust throttle. Does your engine have this?

IT looks like that is what it was but no exhaust throttle was on the engine.
I called the tech number for k&b and ordered the carb, needle valve and exhaust for it . Thanks
