old 3.5 carb with no high speed

a friend gave me a boat with a 3.5 k&b engine but when i turn it on it only reves than stops.im prety sure its not the lines but the card only has a needal to control the fuel not the air is this normal it also does not goin to the carb hole all the way(half milimeter gap)is this normal.

I'm not sure if this answers you question. The 3.5 carb only has a main needle valve. No air mixture adjustment for idle.

yea thats it except the nedal is round at the end with a brass grip but theres a littel stump at the end where i think the wire brok
and the body is iron not red black or gold
are these the same carbs?

No carbs had an iron body. Perhaps you have a perry carb, black or silver plastic body with a brass mixture control disk on the side where the needle goes.

or does your engine have an exhaust throttle? This type would have a fixed wide open venturi (carb) on it.
