k&b 3.5 outboard problem

I just started running again this summer and Im having the same problem as last year. I thought brand new fuel would be the solution, as the guy said in the local hobby shop, but Im still having the same problem. The engine runs fine at low and half throttle but as soon as I go to full it dies out slowely after about 3-4 seconds. It does this when the tank is full or not full. Only happens in water. Out of water it seems to idle and opens up nicely. Does anyone have any ideas as to why this may be happening? Thanks, in advance, for your time.
