K&B 7.5 inboard model 9181, no start

just got engine from dealer repair and just can not get it to start. it will start if i prime from the gloplug port. its a pressurized fuel system and lines are clear. while the engine is turning over i can see that fuel is not syphoning to the carb from the tank. lines are tight and not leaking. tank is higher than carb, fuel line is approx. 8 inches long (spec calls for 5 inches), the remote needle is approx. 3/4 inch higher than carb/tank level line and centered between carb and tank. why is the carb not receiving the fuel to start?

which induction version is it?

Make sure the crank pin is in the right place if this is waht you have.

I am sure it has all the correct anatomy since MECOA did the repair, and I am pretty sure that they ran it to make sure it works also. what I am not sure about is the orientation of the remote needle valve location. I did some changes with location of the remote needle valve and have to go try it out now. I also changed the style fuel tank, so I am thinking its going to be a trial and error basis.
